SCOPE
The Early Childhood Services Bureau (ECSB) provides a special opportunity called “Best Beginnings child care scholarships” (BBCCS) to families with low income and children who go to a licensed child care center, licensed group or family child care home, or a child care provider who is a Family, Friend, and Neighbor (FFN).

Each family contributes some money towards the cost of this care, and the amount depends on how much they can afford. These scholarships are meant for families that work and have earnings that are not more than 185% of the amount set as the Federal Poverty Guidelines. They are also available for families who receive money from the Temporary Assistance for Needy Families (TANF) program.

This Program Helps Families Pay For Child Care When Parents Cannot Be With Their Children:
- When parents are at work.
- When parents are in school or training and need to fulfill their work requirements.
- If the parent is a teenager and goes to high school.
- If the parent gets help from TANF and is participating in activities related to a family investment agreement.
Families can get these child care scholarships if the parent taking care of the child is a relative who works and their children receive TANF child-only grants.

ELIGIBILITY REQUIREMENTS:
Families with incomes lower than 185% of the Federal Poverty Level can qualify. The amount of money a family makes is checked to see if they’re eligible, and a payment is decided using the Child Care Sliding Fee Scale.
- Parents need to be involved in approved activities:
- If a family has two parents, both of them need to work for at least 120 hours per month.
- If all parents in a single-parent or two-parent family are going to school or training full-time, they don’t need to meet the work requirement.
- In cases where one or more parents in a single-parent or two-parent family are attending school or training part-time, they must fulfill a work requirement based on their educational commitments.
- Teenage parents need to be in high school or a program that’s equivalent to high school.
